DOCTORAL DISSERTATION
Title – “Rebuilding the State in Post-Communist Romania – Networks, Competition, and Regulation”. Committee: Fred Block (chair), Drew Halfmann, David Kyle, Jack Goldstone (George Mason University)
My dissertation studies the relationship between governance reforms and the social inclusion of vulnerable populations in post-communist Romania. I examine the reform of two social policy sectors – child protection and persons with disabilities – that underwent radical reforms following strategies closely aligned to the New Public Management (NPM) approach. These strategies consisted of decentralization, deinstitutionalization, competitive selection of service providers, and enforcement of quality standards and licensing. I find that the NPM-styled social policies tended to be less paternalistic and more knowledge-based than the ones developed by post-communist bureaucracies. However, the reforms also generated significant problems, including inequality, ritualism, and elitism.

RESEARCH EXPERIENCE
Project Researcher, 2009-2010, NSF RAPID Grant
This project aims to study the effect of the recently passed American Recovery and Reinvestment Act on technological innovation, with a focus on the Energy Efficiency and Renewable Energy program at the Department of Energy. Together with Fred Block (UC Davis) and Matt Keller (Southern Methodist University), we aim to develop a comprehensive database on all of the agency’s initiatives for three distinct technologies: photovoltaics, cellulosic ethanol, and advanced batteries.
Project Scientist, 2009-2010, Ford Foundation Grant
My responsibility is to coordinate the research and writing of a monograph on the implications of the U.S. model of networked technology development for the economic strategies of poor and middle income nations. The monograph will be co-authored with Fred Block (UC Davis) and Gay Seidman (Wisconsin-Madison).
